El presente estudio intenta valorar si la Unión Europea ha actuado rápida y adecuadamente en la crisis de la COVID-19. Con este objetivo, partiendo del examen de las bases jurídicas y los mecanismos de coordinación que han conducido a que la salud pública se convirtiera en una de las grandes prioridades de la Unión a escala europea e internacional, pretende aportar elementos de información sobre algunas de las medidas adoptadas hasta ahora por las principales Instituciones europeas con el fin de contener la expansión del virus. Finalmente, se brinda un reflexión final sobre como la actual pandemia exige a la UE estar preparada para futuras crisis sanitarias. ; This study attempts to assess whether the European Union has acted quickly and appropriately in the COVID-19 crisis. With this objective, starting from the examination of the legal bases and the coordination mechanisms that have led to public health becoming one of the Union's great priorities at European and international level, it aims to provide information on some of the measures adopted so far by the main European institutions in order to contain the spread of the virus. Finally, a final reflection is provided on how the current pandemic requires the EU to be prepared for future health crises.

El presente estudio intenta valorar si la Unión Europea ha actuado rápida
y adecuadamente en la crisis de la COVID-19. Con este objetivo, partiendo del
examen de las bases jurídicas y los mecanismos de coordinación que han conducido
a que la salud pública se convirtiera en una de las grandes prioridades de la Unión
a escala europea e internacional, pretende aportar elementos de información sobre
algunas de las medidas adoptadas hasta ahora por las principales Instituciones
europeas con el fin de contener la expansión del virus. Finalmente, se brinda un
reflexión final sobre como la actual pandemia exige a la UE estar preparada para
futuras crisis sanitarias.

A 20 años de su creación, el denominado "Sector Educativo del MERCOSUR" (SEM) presenta avances importantes y también desafíos y debilidades que justifican su análisis con el objetivo de apoyar la conformación de un espacio educativo común en la región mercosureña en momentos de ampliación de su ámbito geográfico y cultural. Desde la adopción del Protocolo de Intenciones en 1991 hasta el presente, se ha alcanzado la institucionalización y razonable consolidación del SEM. El presente trabajo nos sitúa ante un MERCOSUR Educativo pujante que, teniendo en cuenta la diversidad y heterogeneidad que caracteriza a sus Estados miembros y asociados, se plantea como desafío la creación de un espacio regional común de educación, que basándose en los principios de flexibilidad, confianza, solidaridad, transparencia, gradualidad, diálogo e interacción, sirva de marco para las iniciativas multilaterales y las bilaterales, tanto a nivel gubernamental como de las propias instituciones educativas. ; Twenty years after its creation, the "Educational Sector of MERCOSUR" (SEM) shows significant progress as well as challenges and weaknesses that justify an analysis aimed at supporting the creation of a common educational space in the region at a time of MERCOSUR geographical and cultural expansion. Since the adoption of the Memorandum of Understanding in 1991 to the present, the SEM has reached reasonable institutionalization and consolidation. This work presents us with a strong Educational MERCOSUR, and taking into account the diversity and heterogeneity that characterizes its Member States and partners, the next challenge is creating a common regional space for education based on the principles of flexibility, trust, solidarity, transparency, gradual, dialogue and interaction, providing a framework for multilateral and bilateral initiatives, both governmental and educational institutions themselves. ; Publicado en la sección "Tema central" ; Instituto de Integración Latinoamericana

This article examines how the protection of the marine environment in the EU has gradually become a political priority. The implementation of the Integrated Maritime Policy (IMP), in spite of all its shortcomings, has contributed to the creation of a 'common maritime space in the EU' governed by the same standards of safety, protection and preservation of the marine environment. In this context, it is particularly important the role of the European Marine Strategy that provides the environmental pillar of the IMP. The adoption of Directive 2008/56/EC establishing a framework for community action in the field of marine environmental policy (DMEM) represents one of the greatest challenges of the EU to protect the marine environment. Since its entry into force, it has been completed the first phase of its implementation with some achievements and, as we´ve pointed out in this article, with some limitations that should be corrected. ; Cet article analyse comment la protection de l'environnement marin dans l'UE est devenue une priorité politique. La mise en oeuvre de la politique marine intégrée (PMI), malgrè tous ses défauts, a contribué à la création d'un «espace mari- time commun dans l'UE» régi par les mêmes normes de sécurité, de protection et de préservation du milieu marin. Dans ce contexte, le rôle de la Stratégie marine européenne qui fournit le pilier environnement de la PMI s'avère pariticulièrement important. L'adoption de la directive 2008/56/CE établissant un cadre d'action communautaire dans le domaine de la politique environnementale marine (DMEM) représente un des plus grands défis de l'UE pour protéger l'environnement marin. Depuis son entrée en vigueur, la première phase de sa mise en oeuvre a été achevée avec succès mais, en même temps, avec quelques limitations qui doivent être corrigées.
